Deteriorating Law and Order Situation in Bihar-BJP




Local BJP leader Avinash Kumar was chased and shot dead from close quarters by three assailants when he was out for a morning walk near his house in the heart of Bihar capital today, with the incident being caught on CCTV.

According to police, assailants pumped bullets into Kumar, general secretary of BJP's Patna unit, near his residence near Daldali Road in the city.

The incident sparked protest in the area. BJP MLAs created a ruckus in Bihar Assembly over the killing, alleging that the incident reflected the "deteriorating" law and order situation in the poll-bound state.

Police have got closed-circuit television footage from a temple which showed the attackers chasing and shooting Kumar.

"The footage shows three assailants chasing Kumar on foot. They shot him and he fell on the road. One of the assailants then walked up to him and shot him in the head. All the attackers escaped after committing the crime," a police officer said.

Coordinated raids led by Patna Senior Superintendent of Police (SSP) Vikas Vaibhav are being conducted across the city to nab the persons involved in the crime. City SP (Central) Chandan Kumar Kushwaha and entire top brass of the city police are involved in the raids.

Meanwhile, the news about Kumar's murder spread like wildfire and residents of the area came out on roads to protest. They burnt tyres to block roads and staged a sit-in for a few hours demanding the arrest of the assailants and justice for the victim's family.

Several BJP leaders including Bankipur MLA Nitin Navin joined the protest against the killing.

"Kumar was supposed to meet me today morning as we were to tour our constituency areas in view of the coming Assembly polls. I was waiting for him when news came that he has been shot dead around 6.30 AM near his house," Navin said.

The MLA said if police fail to arrest the culprits within 48 hours, he and his party will come out on roads to protest the deteriorating law and order situation in the city and state.

BJP MLAs registered their protest in the Assembly and created a ruckus due to which the House was adjourned till 2 PM.


As per earlier news reports and research studies done by National Crime Reports Bureau(NCRB)The law and order situation in poll bound state has been alarmingly on the rise in the second term of Nitish Kumar led JD-U governemnt. As per earlier reports in media, there were 21% rise in rape cases, 16% in kidnappings in 2013 over 2012.
  
As per NCRB Records, In 2013, there were 4419 cases registered for Kidnapping and abduction and 1128 case of rape were registered.


The data on abduction and kidnapping is too alarming to ignore.
A comparison of the number of cases registered shows that there has been a consistent increase right from 2003, when the total number of cases reported was 674 as opposed to 4,419 cases reported in 2013. The RJD government in Bihar was voted out in 2005 amid the deteriorating law and order situation in the state. 

As reported by livemint.com, Union minister and chief of the Bihar-based Lok Janshakti Party (LJP), has said that the law and order situation in Bihar has worsened over the years and claimed that chief minister Nitish Kumar has not done enough to curb this problem.

“The law and order situation in Bihar is bad; there are murders and rapes every day,” Paswan said in an interview to Mint on Monday(August 3). The Union minister was pointing to a problem that has been raised during election time in the past two decades in Bihar.

Kumar, a Janata Dal (United) leader, has been chief minister of Bihar since November 2005, barring a nine-month period last year when Jitan Ram Manjhi took over. Until June 2013, the Bharatiya Janata Party (BJP) was also part of the Kumar-led government. From 1999 to 2005, Rashtriya Janata Dal’s (RJD) Rabri Devi led the state with an exception of one week where Kumar took over the chief minister’s post.
 
As per Livemint.com, Political experts feel that law and order problem can be a key electoral issue in the state elections due later this year.

“It’s a known fact that law and order situation has always been weak in Bihar. Neither can we blame jungle raj for the increase in rapes and kidnappings of women nor can we blame Nitish Kumar’s governance for that. No political party will want rapes to increase in any case, irrespective of it being in power. I would say it is the mindset, people’s mentality, that needs to be changed... More than blaming the government, it’s the civil administration that needs to be looked into,” said Shashi Sharma, head of the political science department, Patna University.

While the BJP has attacked Kumar on the issue, the JD(U) has defended its government saying that the state has progressed. “A station house officer is shot. This simply shows there is no fear of law in people. Increase in rapes, kidnappings and abduction of women is very unfortunate. In our country, we have laws that would never let such events take place, but there is no one to obey them. If there is no fear of law, there will obviously be jungle raj. Nitish Kumar has no control over the police. Transfer of IPS and IAS officers is another example. They are doing this so that their people in this alliance can be given these positions,” said Kirti Azad, BJP parliamentarian from Bihar.

“Rapes and kidnappings have not increased. It is the opposition’s trick to misguide people. Paswan will obviously say this but we know how much progress there has been in Bihar,” said Anil Kumar Sahani, Rajya Sabha member of the JD(U).

"Whatever these political parties may argue, the fact remains the same that first and foremost responsibility of a government is to ensure better and consistent law and order situation in the state. Many people like me left the state in early 2000  because of the consistent atrocities we faced from criminal elements those days" Said Anand Kumar (Name Changed as requested)A Bihar Born Senior Executive with a Private Firm in National Capital Region.

He further added "Initially things improved when JD-U and BJP alliance came to  power but Nitish Kumar's 2nd tenure has proved that for political gains, these political parties can compromise on anything and everything."
